These are exemplary of pushing the authorities to the wall to accomplish the welfare of the people as a WELFARE STATE envisages. In a democracy, the people and the government can take contrary positions to ignite constructive dissatisfactions and find harmony in contradictions. This is the beauty that we as Indians have afforded in the play out of THE CONSTITUTION OF INDIA. My latest is, a PUBLIC INTEREST LITIGATION named ‘Pratibha Chopra v. Department of Economic Affairs (Ministry of Finance) & others’ W.P.(C) 9060/2017. This petition led to voraciously expediting the construction of the ‘SIGNATURE BRIDGE’, which will connect the capital of NEW DELHI, the CITADEL and SEAT of the GOVERNMENT OF INDIA with the state called Uttar Pradesh, that has a civilizational history of the essence of Indian spirituality which flows like a colossus of the two great Indian rivers THE HOLY GANGES and THE MIGHTY YAMUNA which are a perennial source of the spiritual flame that is known to enhance its glow and glory challenging the limitations of time and space invoking infinity. It is envisaged that this SIGNATURE BRIDGE would be a metaphor of the spiritual and material essence in an imagination running riot. Come 31st of OCTOBER 2018 and we see and experience the beginning of the fruition of this metaphor that has its genesis in THE HOLY GANGES and THE MIGHTY YAMUNA. The construction of the bridge had an extraordinarily escalated cost and this fact was mentioned in my petition but not finally investigated, though the court ordered that the cost is not escalated further. This part was complied with. . . This and other were in the CAG’s report during the time of Vinod Rai as the CAG. Moreover, the report said that that substandard material from China was imported without looking at its suitability and resilience.

I am a lawyer in New Delhi with some very efficacious public interest petitions to my credit, one on Mental Health (WP (C) 6698 of 2007)which was taught in the Judicial Academy in 2011.

In the said PIL (Public Interest Litigation), on the submissions of the petitioner and the far sight of the Hon’ble High Court, a High Powered Committee of Secretaries to Government of India and senior Psychiatrists was constituted by the Hon’ble Justices. The Committee gave nine (9) Quarterly Reports on the subject of Mental Health. In the course of this Mental Health PIL, Rs.50 Crores was sanctioned by the Government towards Mental Health. As the petitioner is suspicious whether the allocation of the said finances was put to good use or not, she intends to file an investigative and directional writ to know the status.

And another PIL (Public Interest Litigation) W. P. (C) 4489/1995 saw fruition when the petitioner intervened in 2009, wherein 15 acres of public infrastructure land including educational land in Kohat Enclave, Pitampura, New Delhi was saved from land grabbers. A cost of Rs. 1,50,000/- was imposed on the land grabbers. This petition in public interest has once again public good in mind. On this Public Infrastructure land, there runs a government school, the foundations of which were laid by none other than my father, Shri. Brahmanand Chopra. My dad no more in his body, saw to it that this girls’ school where good 1250 to 1500 girls study up to standard 12th. The school runs in four and a half acres and the remaining about 4 acres is yet again the part of the educational infrastructure and my dad encouraged me relentlessly to save this infrastructure for the purposes of education. The rest of the land out of 15 acres has green areas, which are the lungs of the city Delhi.
